Northern Samar is a 5th Class province where the main source of livelihood of the people is farming and fishing. It is also pestered by the CPP/NPA which is actively involved in terrorism and banditry and politics as well. Likewise, poverty and power politics is a way of life in the province.
The law enforcement and the internal security climate in Northern Samar remain at manageable levels. The intimidation posed by the Communist Terrorists and the Crime Groups were stymied by the PNP and AFP units and other law enforcement agencies in the area by maintaining a high level of vigilance.
The various operational programs undertaken by this Office pursuant to Chief, PNP Commanders Manual resulted in the improved public perception wherein our police officers are held in high esteem and respect. This is further manifested by the healthy partnership between the PNP and the LGUs and the various sectors of the community.
Northern Samar Police Provincial Office and the defunct 363rd Philippine Constabulary (PC) Company was created/activated on 01 January 1968 pursuant to General Order Nr. 129 dated 18 December 1967, Headquarters Philippine Constabulary, Camp Crame, Quezon City under the provision of the Republic Act Nr. 4221, known as the Division of the Province of Samar into three (3) provinces namely: Western, Eastern and Northern Samar respectively. Formerly named the Northern Samar Philippine Constabulary Command. It is situated in between the air strip of Catarman and Northern Samar General Hospital (now Northern Samar Provincial Hospital). Lieutenant Colonel JAIME A CATRAL PC assumed the position as the first Provincial Commander on 01 January 1968. Since that time Commanders come and go.

First Provincial Crime Laboratory in PRO8
Catarman, Northern Samar – The 1st ever Provincial Crime Laboratory in Region 8 was formally launched with the ceremonial house blessing of its newly activated office, held on December 3, 2007, 4:30 I the afternoon, at Northern Samar Police Provincial Office (NSPPO), Camp Carlos Delgado, Catarman, Northern Samar.
The activity was attended by: PSSUPT ANTONIO GABAY DELA CRUZ, CSEE, Provincial Director, NSPPO; Representatives from Crime Laboratory Office, Camp Crame led by PSSUPT LIZA M SABONG; Representatives from Regional Crime Laboratory Office 8 led by PSUPT NICARDO P CANALEJA; PINSP HERARDO G HERMOSILLA, Provincial Chief, Provincial Crime Laboratory; and the men and women of NSPPO.
Hon. Raul Aguila Daza, Governor of Northern Samar Province was the Guest of Honor and Speaker during the launching program.
Gov. Daza declared that this development will give the community and the police of Northern Samar a much better accessibility to crime laboratory services. Commensurate to the renowned standing of this Province as the recently adjudged 2nd Most Governed Province in the country.
Crime Laboratory services available to the public are: Drug Testing, Ballistic Examination; Polygraph Examination; Questioned Document Examination such as Signature Identification and Handwriting Identification, and Medico Legal such as Autopsy, Virginity Determination, Histopath, Pregnancy Test, Serology, Macro Etching, among others.
Likewise, highlighted during the program was the signing of Memorandum of Agreement (MOA) between the Provincial Local Government and the Crime Laboratory, PNP which aim to sustain the string inter-agency linkage between these two government agencies.
